CLARKSBURG — Toby Heaney officially filed paperwork at the Secretary of State’s Clarksburg Office to run for the West Virginia State Senate, representing District 2.
Speaking at a press conference following his filing, Heaney described his candidacy as a commitment to public service and focused on economic issues he says are vital to the state’s future.
“Today, I officially filed my paperwork to run for West Virginia State Senate,” Heaney said. “This isn’t just a formality. It’s a commitment to show up, to do the work, and to take seriously the responsibilities of serving the people in this district.”
Heaney, an economist and educator, emphasized his expertise in economic policy, arguing that it sets him apart from other candidates.
“I am an economist. I teach economics. I’ve spent years studying how policy decisions affect jobs, wages, small businesses, and families. To the best of my knowledge, I am the only economist running in this race and very likely the only economist running for the legislature anywhere in the state,” he said.
Heaney highlighted the need for “sound policy” over slogans, citing fiscal responsibility and an understanding of how taxes, regulations, workforce development, and infrastructure impact economic growth.
A veteran and small business owner, Heaney also stressed his lifelong ties to West Virginia.
“I know what it means to serve, and I know what it means to operate within our budget. These experiences shape how I approach public policy with discipline, accountability, and respect for the taxpayer,” he said.
Heaney concluded his remarks by urging voters to consider the practical and theoretical aspects of economic decision-making.
“That is why I’m running, and that’s why I’m proud to sign this paperwork today. I look forward to earning your trust and support for the people of this district,” he said.
