West Virginia Bill Would Allow Driver License Reciprocity With Ireland

CHARLESTON — A bill introduced in the West Virginia House of Delegates would allow the state to enter driver license reciprocity agreements with foreign countries, including the Republic of Ireland.

House Bill 4577, sponsored by Del. Michael Hornby (R-Berkeley, 93) was filed January 20 and referred to the Committee on Government Organization. The legislation would amend state law to authorize rulemaking that ensures foreign drivers meet standards comparable to West Virginia’s and comply with state insurance and financial responsibility requirements while operating a vehicle in the state.

The bill specifically directs the state Division of Motor Vehicles commissioner to enter into a reciprocity agreement with Ireland.

West Virginia Bill Would Allow Driver License Reciprocity With Ireland

Under the legislation, rules governing reciprocity would also require that drivers from foreign countries follow West Virginia’s compulsory motor vehicle liability laws. The bill maintains existing requirements for driver examinations, including vision and knowledge tests, and mandatory education on the dangers of driving under the influence.

Supporters say the measure could simplify travel for foreign drivers and strengthen international cooperation while maintaining road safety standards. The bill is now under review.
